The NATO HFM-IST-366 Workshop, hosted at The Alan Turing Institute in November 2023, delved into stakeholder engagement techniques concerning ethical, legal, and societal aspects of military AI. With a focus on meaningful human control (MHC) aligned with NATO’s responsible use principles, the workshop transcended lethal autonomous systems, engaging stakeholders early in various military AI applications. Key takeaways underscored the importance of a broader lifecycle approach and the challenge of adapting practices in the tech community. Keynotes by experts and panel discussions emphasized a multidisciplinary approach, recognizing the synergy between law and ethics. Stakeholder engagement techniques explored design paradigms, including User-Centered Design, Participatory Design, and Value-Sensitive Design, applied to a fictional AI-based environment monitor, RivalReveal. Techniques like empathy mapping, personas, and value tensions analysis were employed, providing valuable insights. Challenges, including use case selection, ethical considerations, and the need for a multidisciplinary approach, underscored the workshop’s commitment to responsible military AI development.
