The HFM-RSY 377 symposium, “Meaningful Human Control in Information Warfare,” addressed the crucial issue of maintaining human oversight in the face of increasing integration of Artificial Intelligence (AI) in military operations. The event highlighted the distinction between common misconceptions, such as concerns over “killer robots,” and the real challenges of modern warfare, emphasizing that Meaningful Human Control (MHC) is essential for interpreting data and coordinating military strategy. With contributions from 180 participants across 28 countries, the symposium focused on the integration of AI into both physical and cognitive warfare. Key discussions included the need for iterative testing of AI systems and interdisciplinary collaboration from the outset. A proactive approach to cognitive warfare was recommended, where influence operations take precedence over the truthfulness of information, and data access, particularly from social media, was identified as critical for national security. The challenges posed by multi-domain operations were also addressed, stressing the importance of establishing common operational pictures across various commands. In conclusion, the symposium emphasized the urgency of maintaining MHC amid technological advancements and called for continued research on human-AI interaction, the development of robust evaluation metrics, and the need for interdisciplinary collaboration to ensure human judgment remains central in military operations.
